(The Pradhan Mantri Dakshata Aur Kushalata Sampanna Hitgrahi )PM DAKSH Yojana, a Central Sector Scheme, was launched during 2020-21.
Objective PM DAKSH Yojana
The main objective of the Scheme is to enhance competency level of the target groups to make them employable both in self- employment and wage-employment for their socio-economic development. The target group under this scheme are SCs, OBCs, EBCs, DNTs Safai Karamcharis including waste pickers etc.
The age criterion of scheme between 18-45 years and income criteria is no income limit for SCs, Safai Karamcharis Including waste picker and DNT. The annual family income should be below Rs.3 lakh for OBCs and the EBCs (Economically Backward Classes) annual family income below Rs.1 lakh.
Types of Trainings, duration and average cost per candidate :PM DAKSH Yojana
- Up-skilling/Reskilling ( 35 to 60 hours/ 5 days to 35 days):-Rs.3000/- to Rs.8000/-
- Short Term Training (300 hours/3 months) :-Rs.22,000/-
- Entrepreneurship Development Programme ( 90 hours/15 days):Rs.7000/-
- Long Term Training ( 650 hours/7 months) :- Rs.45,000/-

Key Points PM DAKSH Yojana
- About
- The PM DAKSH Yojana will be put into effect in 2020–21.
- This covers the provision of skill development training programmes on entrepreneurship development, short-term training, up-skilling/reskilling, and long-term training to qualified target groups.
- The Ministry of Skill Development and Entrepreneurship’s sector skill councils, government training institutes, and other reliable organizations are putting these training courses into action.
- Eligibility:
- Those classified as marginalised belong to the following groups: denotified tribes; scheduled caste (SC); economically disadvantaged classes; OBC (other backward classes); garbage pickers; manual scavengers; transgender people; and other similar groups.
- Implementation:
- It is implemented by the three Corporations under the Ministry:
- National Scheduled Castes Finance and Development Corporation (NSFDC),
- National Backward Classes Finance & Development Corporation (NBCFDC),
- National Safai Karamcharis Finance and Development Corporation (NSKFDC).

- Status of Skill Development Training of Target Groups:
- In the past five years, 2,73,152 members of the target groups have received skill development training.
- A goal has been established for the years 2021–2022, whereby these three firms will train approximately 50,000 members of the target groups in skill development.
- Significance of the Scheme:
- Since the majority of members of the target groups have little financial resources, it is crucial to provide training and develop their competences if these marginalised target groups are to be economically empowered and elevated.
- Many members of the target groups are considered to be rural craftsmen who have been pushed out of the market as a result of the introduction of more advanced technologies.
- Women must be empowered within the target groups because they are unable to engage in wage employment, which typically entails lengthy working hours and occasionally relocation to other cities, due to their general domestic compulsions.
Initiatives Related to Skill Development
- Pradhan Mantri Kaushal Vikas Yojana 3.0: In an effort to equip India’s youth with employable skills, the Ministry of Skill Development and Entrepreneurship (MSDE) founded it in 2021 and made over 300 skill courses available to them.
- National Career Service Project: Launched in 2015 to offer free online career skills training to job-seekers registered with it. It is an initiative of the Ministry of Labour & Employment.
- Skills Acquisition and Knowledge Awareness for Livelihood (SANKALP): It focuses on the ecosystem of skill development at the district level through cooperation and convergence. It is a World Bank-initiated programme that is sponsored centrally.
- Kaushalacharya Awards: established to honour the role played by skill trainers and encourage other trainers to become part of the Skill India Mission.
- Scheme for Higher Education Youth in Apprenticeship and Skills (SHREYAS): Through the National Apprenticeship Promotion Scheme (NAPS), the programme will offer industrial apprenticeship possibilities to general graduates who will be graduating in April 2019. The Ministry of Education introduced it.
- Atmanirbhar Skilled Employee Employer Mapping (ASEEM): It is a site that MSDE launched in 2020 to assist qualified individuals in locating opportunities for sustainable livelihood.
